Proxomitron.
The Proxomitron is great!. It's totally free, stops far more than just pop-up ads and can be customized in just about any way you want.

Re:yea, the google toolbar is awsome, if you want to allow a pop-up, say if its something you want to dl and it pops up in a different screen, all you do is hold control while clicking and it will allow that pop-up. 132 pop-ups blocked since i installed it a few days ago

Re:I use Naviscope. Has some extra little knick knacks to it as well like automatically setting your clock to atomic clock time. It also lets you turn it on and off as needed in case you're on a site that's popping something up that you want to see, like PM notices for some forums.
Re:You can try Avant browser – it's a shell for IE which adds tabbed browsing and popup blocking (+some other things I don't recall at the moment). It's pretty slim – the installer is ~2MB.
Re:Where possible I use Firebird, everywhere I get [i]forced[i] to use IE, the Google toolbar works a treat.
