Q: I just want to be able to do simple functions such as Rotary and the size of images, etc. . Nothing like Photoshop, just something with some good, elementary fuctionality (especially running) .

Re:GIMP might be way more advanced than you need, but it is very versatile, and its rotate function is excellent; it can rotate in small fractions of a degree, and does so with very little image degredation.

You can rotate/crop/resize/adjust colors/…
It can also handle just about any image format on the planet and easily save the image as a different format (e.g. jpg->gif)
