Q: Everytime I play, it looks like I unload a clip into a guy and he will not die. Then at the next meeting, he shoots me once and Im gone.
Im at the point where Im pretty useless without vehicles. What am I doing wrong? Im tired of my ass gets handed to me.

Like already mentioned… short bursts!
To avoid getting nailed, use the bunny-hopping technique until you can hide/heal/reload/etc.
If possible, kneel or go prone not only to increase accuracy but also to make yourself a smaller target.
Stick together w/ teammates… Rambo's usually don't get very far.

Re:short 3-3 round bursts. Since the gun recoils upwards, aim at waist level. Practic on bots. Make sure to play on Punkbuster enabled servers, though I've already seen wallhackers there as well. The always "hide" in hangars.

You are the same as me. Basically we need to stop svcking at the game. 
Seriously, head-shots in small bursts is the way to go.
