Re:The 5V power comes directly from the power supply unit. You will need to modify the PSU itself to change that – not recommended.
Re:Thanks BID that was kind of what I was thinking. There have been some pretty FREAKY articles out there about people cutting traces, adding reistors etc. I guess that gets to the heart of it.

Although the PCI slots do use 5v, the IO voltage is what you're probably refering to.
Your BIOS needs to be able to adjust that in order to modify it.
If you really are talking about the 5v line, you can't change that.
