In the thread title he posted 1843.7 kbps (little k), and that is a ~2Mbit connection.

I am just trying to compare it to what I get now, which is 1.8Mb/sec. Does 256k equate to ~0.2Mb/sec?

There can be specific situation in each individual case that might depend on the distance from the DSLAM and the Quality of the Telco. or and in Home Copper (line).
In general, in order to compensate a little for distance the most Telcos pumps a little more than there contract calls for.
In one location (private home), I have a DSL account that calls for 3Mb/sec. I am about 2000 feet from the DSLAM and I get 3.4Mb/sec.
In a second location, big office building in NYC. I.e. much more complicated Routes and flimsy city lines, a similar account yields 2.6Mb/sec.
So you get 1.8Mb/sec.
If you have a 1.5Mb/sec. account, you are a lucky man.
If you have a 2Mb/sec. account, your are OK.
If you have 3Mb/sec. account, you are an Unlucky man.
