When it comes to blocking the inappropriate websites, you should provide details about your proxy server. Is it a microsoft ISA server or Opensource squid proxy etc, you can get right answer if the required information is provided as it varies from each other.

So…if I were you, look for a city that has some major computer companies or enough companies in general with a need for computer people. I doubt you'll get hired through here without presenting yourself in person…
Re:Well, he's not even going to get in the door if he can't effectively communicate. Coddling him on this issue would serve only to make it more difficult.
He spent a lot of time, effort and money getting the necessary training. It would be a shame to see that wasted because he can't land an interview.
