Q: Do in need to install DirectX 9 on Vista, Direct X 9 games that require running?
For instance, with ForceWare 100.54 drivers I can not Quake 4. When installing the game asks to install DirectX 9, I do not.
Should I have installed?

Re:Ok, i solved the problem. I didn't use the 1.3 update, i did the update and now it plays great.

I did nothing. It ran just fine on the rig in my sig. I'm pretty sure Q4 is opengl rather than directx.
It uses opengl for video but dx audio.

I'm not going to say you're wrong, but I had to install DX9 on Vista RC2 to run some programs that required DX9. Got it from http://www.microsoft.com/downloads/Brow…n&nr=20&categoryid=2&sortCriteria=date (http://www.microsoft.com/downloads/Browse.aspx?DisplayLang=en&nr=20&categoryid=2&sortCriteria=date) . Solved some problems for me. YMMV

To put it into perspective think of it this way. If you were to install, say, X-Wing for Win 95 (<-Good Times). I believe it prompts you to install Direct X 6 or something. Would you do that?
