Q: Like when someone logs on as guest, they can not access any files or programs on other accounts other than those preinstalled on Windows?

The guest account shouldnt have access to much, try browsing into someone elses's profile (Documents and Settings\username) and you'll see what we mean.

Re:Depending on how the partition was created it's pretty common for the built-in "everyone" group to be granted read access to the root of the drives. If you dont want guests to have this access you could simply replace "everyone" with "Users".
