Q: Are there any tools I could use to manage / cap the amount of Internet bandwidth each of my two computers? Ive been looking for something to do, but it would also be a bit easy to switch when I can I chose one of two computers unlimited bandwidth usage.

Re:Check your router settings, it might have some built in options. I'm spoiled with my WRT54GS v2 and its open source firmware.

Not quite off-the-shelf — DD-WRT on a compatible router gives you some ethernet port-based prioritization among others.
