All the eye candy on the desktop is timed. No matter how fast the cpu/video/ram is, it still works on a timer.
I have a A64 3200 and a ATI 9700 Pro and still turn that stuff off 
This should help with that *slight delay* in games as well.

Re:I would set the agp aperture at 256mb. This does not reserve the memory, only makes it available if needed. Try turning off all the crap for the desktop under display properties/appearance/effects (leave "clear type" enabled for LCDs).
