New Power Supply PC Restarts Continuously [pc boots] [major trouble]

Q: Ok, I struggled to boot my computer and I felt (with the help of this forum) that the problem was a faulty power supply. So I bought a new Thermaltake 420 W power supply, and hooked it up. The PC starts perfectly, but then goes into the screen that Windows XP does not load properly. Do you want safe mode, last known good configuration, normal, etc. No matter what I choose, the PC just restarts and then goes to that screen. That has never happened before the new power supply. What could be the problem?

Athlon XP 1600+ CPU
Soyo Dragon + Mobo. (the old via 266 one)
512mb DDR PC2100 RAM
120 GB seagate drive
64MB GeForce MX 400 Video Card
The new powersupply is the $36 Thermaltake 420W

all other cables for the dvd drive and so forth are removed.

Over the summer my computer would continually lock up or get the blue screen that says to contact your hardware company. My drives sounded as if they were barely getting started, so as per replies on this board, I felt that my power supply was bad. I disconnected everything but the HD, and then my system worked decent until about a week ago. So then I bought the new power supply and started it, but it always goes to the screen that states if I would like safe mode, last know good config, etc. No matter what I select, the computer just restarts again. Can someone please help?!? And is this the correct forum to post in?

Also, my computer has 4 or so beeps on startup. Should I count exactly how many there are, is that important? thanks.

I think he means the capacitors on your motherboard….

look for signs of leaking bulging or discoloration, usually a sign that they are failing and as a result, your motherboard is toast…

Re:Just off the top of my head– Is everything securely plugged in? You didn't jar any cards-cables loose when installing the power supply, did you? I don't know much about PS, but I've read that different computers need certain voltages on certain rails? Don't know if that would effect Windows loading or not. Try booting with just the minimum connected.
