Nvu (http://www.nvu.com/index.php) is a decent free alternative to Dreamweaver.
I'm using this editor for JSP class I'm taking. I'm mostly impressed with it, but there are some things it won't allow me to do.

Dreamweaver. Download the trial for free for 30 days, and if you're a student the Academic version is full-featured and about $200 I believe.

Dreamweaver is your best bet, but I'll offer some advice:
1) If you really want to do this cheaply, you should try to just teach yourself HTML. It's not hard, and it will help you IMMENSELY. Even a WYSIWYG editor needs some help now and then, and the best feature of Dreamweaver is the HTML editor that it includes.
2) Frontpage is always an option, albeit a stupid Microsoft one. It codes extremely poorly, but your page is almost guaranteed to work with IE. I would NOT recommend learning HTML if you're going to use Frontpage, as it utterly destroys the HTML code into a version that's almost entirely unrecognizable, and will just drive you nuts.
