Q: How can I do? I suppose someone could do a software package that makes, but which is best?
Other than that, all I can think of is PC Anywhere or one of many telnet based admin tools.
Any help is greatly appreciated.

There's also a series of remote administration tools (such as User Manager for Domains) from Microsoft — possibly a much better solution than Terminal Services since you don't *need* a desktop to admin an NT machine, depending on what you're doing.
