Q: When I try to power my power supply fan is trying to spin up, but you can not. The PS is not supplying power either. I tried it both under load, and the green to black short trick. The fan only works because I took it apart after P. PS is just fubared?

Re:Sounds like the power cord from the P/S to the motherboard is just ever so slightly not fully seated on the motherboard.
Another culprit believe it or not… is a bad video card. Try removing all the cards. Just run the bare minimum periphs. Then add one card at a time. I have seen this and it took me awhile to figure it out…. as I could not imagine a bad video card would cause me ps to run for a fraction of a second then nothing.
Let us know if any of the above worked.
Re:well this is just a new power supply. The old power supply I have works perfectly fine in there. I was just able to get it to run for about 5 minutes and then it just shut off. Loaded XP and everything, then it died. I thinks it is a piece of garbage.
Re:When you do the green/black trick, I assume you have something else hooked up to it like a hard drive? The powersupply alone won't power up unless something is providing a load. If nothing happens when you have only a hard drive connected to it, I'd suspect the supply is bad. If it does power up with only a drive connected but doesn't when connecting to the motherboard, I'd suspect something is causing a short – motherboard grounding to case, PCI/AGP/memory not seating well, IDE cable connected backwards, etc., assuming your on/off switch is connected properly.
