Re:DVD Santa, DIKO, VSO DivxToDVD are 3 tools that do the same thing….AVI directly to DVD. The downside of this method is you are unable to create menus or author the DVD. http://www.videohelp.com is a great resource for this kind of thing.

Re:DIKO is free. Does a good job of it too. You do have to acquire your own DVD authoring software though.
DIKO: converts video to DVD-compatible MPEG-2
DVD Authoring: splits files, changes names, creates menus and generally makes it so your DVD player knows how to play back the MPEG-2 video.
