If you have the key that goes with it, it shouldn't be a problem.
As long as you install it in a Dell system, you will not be prompted for a key or activation.

That is not true. The CD that came with my Dell required a key(sticker on case) and required activation. The package says it was made only for the Dell that it came with.
All the Dell CDs I've recieved were full reinstall CDs with their pre-activated SLP key built-in to the install so you dont have to enter it during the install. What's the CD that you have look like?

Re:If it's an OEM license (which it sounds like it is) than it needs to be used on the PC it was bought with. Installing it on any PC that the COA did not come with (including another Dell) is in violation of the EULA.

If it's a retail copy that you bought from Dell than it can be installed on any system you want.

I think Dell's CD keys were meant for that one system alone.
The COAs (stickers with the key on the case) are meant to be used on only the system they were puchased with.

While this is all true it's still in violation of the EULA to install a OEM copy on any machine other than the one it was purchased with.

Ez Dvd Copy.
