Q: Who has a suggestion for an application that connects / browse / download from a CVS repository and do a decent job?
Re:I use a combination of TortoiseCVS, WinCVS, and the CVS CLI tools. Each GUI encapsulates a lot of CVS functionality, but each has their own benefit, and the CLI tools can of course do everything that the GUI tools cannot.

Re:TkCVS is decent. I personally rarely use a graphical CVS client, but set this one up for some people once. Cross-platform also.
